Anti-Social Behaviour Victim & Witness Charter

 

 

As the local Community Safety Partnership, Safer York Partnership continues to work with all agencies in the city to reduce instances of anti-social behaviour.  By using a combination of diversion, early intervention and enforcement, all partner agencies in York aim to make our residents feel that the city is a safe place to live and visit. 

 

Details from the March 2010 report to the Safer York Partnership Board (shown below) demonstrate our commitment to reducing anti-social behaviour and improving people’s perceptions of the city.

 

 

Through effective partnership working Safer York Partnership will continue to improve on delivering these targets and addressing the issues that are of importance to the community.

 

The minimum standard of response has been implemented to compliment the Policing Pledge and is set out in this Victim & Witness Charter.

 

Safer York Partnership will ensure:

 

v      All victims and witnesses will be treated fairly and all reports of anti-social behaviour will be treated with confidence and in accordance with legal guidelines.

 

v       All reported instances of anti-social behaviour will be taken seriously and thoroughly investigated.

 

v      Where an immediate response is not required, we will aim to respond to all victims within 48 hrs and no longer than within 3 working days.

 

v      By working with our partners we will provide you with the appropriate support you need.

 

v      Where required a multi-agency problem solving approach will be taken to consider the full range of criminal and civil enforcement action that may be taken to resolve instances of anti-social behaviour.

 

v      Where victims suffer repeated instances of anti-social behaviour, they will be fully supported and informed of all progress and actions taken by partners.

 

v      Reports of anti-social behaviour made through other agencies, will be forwarded to the local police team without delay, if necessary in order to deal with the report.

 

v      All partner agencies are aware of their responsibility to tackle anti-social behaviour and ensure they carry out these responsibilities for the good of the communities in York.

 

v      All partners will share information as appropriate and in accordance with legislation, to identify problem areas, offenders and victims.  This information will be used for the specific purpose of coordinating action to reduce problems of anti-social behaviour, crime and disorder.

 

v      Communities will be kept informed of what is happening within their neighbourhood through monthly residents’ association meetings, quarterly ward committee meetings and through the police and Safer York Partnership websites *

 

v      Perception surveys via the Talkabout Panel are carried out to allow the communities to comment on the level of anti-social behaviour within their neighbourhoods and how they feel about it.  Attention will be paid to ensure accurate results across all themes of anti-social behaviour.

 

v      Bi-annual data from the Place survey around key Local Area Agreement national indicators of antisocial behaviour will be monitored by the Safer York Partnership board.

 

v      Other communication methods may also be used by partners to ensure up to date and accurate information on the communities’ feelings about problems with anti-social behaviour.

 

v      Victims, witnesses and residents have the right to complain to Safer York Partnership if effective action has not been taken by agencies in dealing with cases of anti-social behaviour.
